The baseline scenario is used to compare other scenarios. In the scoreboard, all differences in cost are from the baseline. Any scenario can be your baseline.
You can change the baseline scenario by:
1. Open the scenario selector (upper left)
2. Mouse over the scenario you wish to make the baseline
3. Click on the icon for "make baseline"
